* If the proposal of legislation that is required to complete the protection and care of children and their development. The creation of the Council and its terms of reference:
Been established the National Council for Child Welfare under the Act of 1991. Council is chaired by the President of the Republic and the office of Minister of the competent federal ministries, and provincial, and a number of national figures and the Secretary General of the Council decision, and is supervised by the Council and the Minister for Social Welfare, Women and Children Affairs.
Reference of the Board:

Secretariat of the Council
Is the Executive and Administrative Council, chaired by the Secretary-General of the Council and consists of a number of secretariats and in accordance with the organizational structure.
Terms of reference and powers of the General Secretariat:
• Follow-up enforcement of the International Convention on the Rights of the Child.
• Undertake and publish research and studies on children.
• Policy coordination between the national and state councils.
• Prepare annual and periodic reports and submitted to the Council and the International Committee for the Rights of the Child and regional organizations.
• establishment of a statistical and qualitative information on the status of children.
• To coordinate efforts among government agencies and voluntary associations and grass-roots sector dealing with childhood and follow-up activity and to correct them.
• initiatives and mechanisms, through national programs and plans in the area of care and protection of childhood development, coordination and follow-up with relevant actors.
• seek to attract external support.
• organization of conferences and special events to children of national, regional and international levels.
• Prepare annual budget and follow up the implementation and performance after the clearance.

Sudan has been able to achieve significant progress in fulfilling its commitments to children in all areas, although the circumstances of, and that can be summed up as follows:

First: The plans and strategies:
Secretariat has prepared the overall objectives and guidelines of the strategy through the Children's quarter of a century, and the objectives to be achieved in five years, according to the different areas of child care. Was the formation of a committee of the ministries concerned to prepare a strategy for child care (a quarter of cornea). Was preparing the country strategy and action plan for the program of cooperation UNICEF has established with the Secretariat of the National Council for Child Welfare and a number of mechanisms in accordance with the terms of reference and powers set out by the Law Council on the coordination and preparation of plans for child care, and follow-up implementation and fulfillment of international obligations, which are as follows:

1 - Preparatory Committee for the special session of the United Nations Special Children.

2 - Technical Committee to respond to comments and the preparation and writing of the additional information to the report of the Sudan II (1993 _1997 report of the International Commission for the Rights of the Child of the United Nations.

3 - Coordinating and Technical Committee membership includes the ministries and relevant institutions and voluntary associations working in the field of childhood.

4 - The establishment and activation of the boards of the state child-care, through organizing and participating in the annual meeting of the Boards of Children to discuss the U.S. plans, programs and performance reports.

5 - the organization of orientation meetings on the childhood of those children by order of the state officials and civil society organizations.

6 - The training of Assistant Secretary General for the state child welfare boards and the directors of planning mandates on "strategic planning and preparation of projects."

7 - to provide support to the boards of some child-care mandates (computers, furniture, office tools, money).

8 - The composition of the Sudanese Movement for Children, headed by the Council and membership of voluntary organizations, national and global workforce in the field of childhood and the civil society, government, media and youth, UNICEF and to develop frameworks for children and expand the circle of partners.

Leave five-year strategic plan for child care in collaboration with the National Council for Strategic Planning (2011-2007) in partnership and coordination with all ministries and relevant governmental institutions to Mnadi contained in the Constitution of the Sudan in 2005 and the interim peace agreements in accordance with international documents relating to children which was ratified by the Sudan marked the International Convention on the Rights of the Child, and the Optional Protocols to the convention and the document A World Fit for Children in addition to the objectives of the third millennium, and the strategy and in accordance with the guidelines of the strategic axes and a quarter of the cornea, through the 112 projects included in the plan.

Preparation of strategy for the eradication of female genital mutilation, which has a special focus on the vision Altoeselih for female circumcision and genital mutilation of health awareness and commitment of the government through legislation and policies and to focus on raising awareness of the social transformation to give up the practice of female genital mutilation in a generation.

Preparation of the national plan to address violence in the ten cases included in the protection of children from violence are also prepared various executive program which is being implemented at various levels under the plan for the care and protection of children.

The Children's Act 2004 to engender legislation for children's rights in various areas of the Commission has also prepared legislation, the National Council for Child Welfare of Children Bill 2008 to overcome the deficiencies in the Children's Act 2004 and of adapting the constitutional developments in the country.

Fulfillment of international obligations towards the rights of children

Sudan ratified all the agreements and documents relating to children's rights and human rights in general.

Sudan prepared periodic reports on the enforcement of the international documents on the rights of the child and sent to the International Committee for the Rights of the Child in preparation for receipt and discussion before the Committee.

Third and fourth report on the Implementation of the Convention on the Rights of the Child.

Starter Bertocolin report of the Optional Protocols to the Convention on the Rights of the Child on the involvement of children in armed conflict.

Report to the Starter Bertocolin Optional Protocols to the Convention on the Rights of the Child on the sale of children, child prostitution and child pornography.
